Add user-specific configurations.

Some users need different settings than others; I would like ad blocking and blacklist, my son would need a whitelist, my younger daughter needs a more restrictive whitelist. Hours for each of us differ dramatically. :) We already log in as different users so that is no big change.

It seems like the back end supports this, since you can add sites for specific users, but if the front end does it is non-obvious.
